Every permit, who issues it, and what it needs.
This is the full sequence for a service station. The phases run in order, and none of them opens before the one before it closes. In the second phase the filings run in parallel, and each institution wants its own file.
Phase by phase
Each card is one filing: the institution that resolves it and what you have to hand in.
Previous procedures
First someone has to confirm what you can build on that land, and where it can go.
Construction line and site qualification

Once everything else is approved, the construction permit comes through. Then you build, and the last permit lets you open.
